In some cases your player development staff will reccomend underperformers as eligible for improvement with an assignment to the minors.
In those cases you will see an alert on his player profile page.
Good candidates are players on other teams, or free agents, who with upgrades to one or two rating categories would become appealing to your team, and likely play at a higher level than they have so far.
Example: A free agent with a low-.200 batting average and a CH/AV rating of 83 and a PH rating of 85 might become very appealing with an improvement to his CH/AV rating. Signing him and moving him to your minors can reveal if your staff thinks they cn improve him.
These type of players are referred to as Lottery Tickets, and if a player doesn't work out for your team, you may find a trade partner interested in giving that Lottery Ticket a try.

The cost to improve a player is $10M, drawn immediately from your cash reserves.
To improve a player click the “Purchase Improvement” button.
While a player is improving, it is important he does not play in the majors, be traded, or released. Any of those actions will cancel the improvement.
You can monitor a player’s improvement status in his player profile page.
Pitchers may improve: CO and/or pitch ratings
Position players may improve: CH, PH, K, EYE, and/or fielding ratings
